Update: As of November 10th, the Adoption Tax Credit has been preserved in the House and Senate's tax reform proposals. Read our summary here.
“Under the provision…the adoption tax credit…would be repealed.”
— Sec. 1102 of the Tax Cuts and Jobs Act
The House Majority’s recently-unveiled tax reform proposal eliminates the Adoption Tax Credit. This would have very serious consequences for America’s children, and will have a significant impact on the future of thousands of adoptions. How many? In 2014 alone, nearly 70,000 children were adopted by non-relatives. For many of those families, the adoption tax credit makes all the difference.
NOW is the time to act! This bill is by no means the final word on tax reform. There is a long process ahead in the House and Senate, beginning with a Chairman’s Markup of the bill in committee on Monday, November 6th. This markup will reflect heavily on your feedback. Though a Senate bill has not yet been released, the Senate is considering tax policy right now. We urge you to contact your House Representative and both of your Senators about the importance of the adoption tax credit.
NCFA and the Adoption Tax Credit Working Group are doing everything we can to make sure the ATC is not eliminated. But we need your help and the help of your friends, family, and colleagues. Call, text, tweet, Instagram, or email your Members of Congress asking them to save the Adoption Tax Credit – and do it TODAY as decisions are being made quickly that could determine the fate of the adoption tax credit. It truly makes a difference when Members hear directly from their constituents. Check out our sample letter and send a message through our advocacy app. To call, look up your Members' phone numbers and ask to speak to the person who works on tax reform issues.
National Council For Adoption is part of the Adoption Tax Credit Working Group (ATCWG), a national collaboration of 150 organizations that represent children and families from every sector of adoption, including U.S. foster care, domestic private, and international adoptions. To read the Tax Cuts and Jobs Act, view the full text or the section-by-section summary. Sec. 1102 repeals the adoption tax credit and Sec. 1406 repeals the exclusion for adoption assistance programs.
